As the concepts of carbon footprint reduction and climate protection make their way into communities across the country, more and more local government officials will be tasked with understanding these issues and figuring out how to incorporate them into their community operations and planning. In Illinois, much of this work will fall upon solid waste management officials, as we are often the "go-to" environmental officials in our communities. To help its members get solid footing on this issue, ILCSWMA has contracted with ICLEI - Local Governments for Sustainability to provide a workshop on Thursday, October 22, 2009 in
Joliet. The workshop will be designed to instruct local government officials how to develop greenhouse gas (GHG) emissions inventories and put into place best practices for reducing carbon footprints, with a focus on the solid waste sector. ICLEI is an international membership association of local governments that guides its members through a five-milestone performance-based methodology for reducing GHG emissions and enhancing local sustainability. More than 550 cities and counties in the US are members of ICLEI. The milestones are supported by dynamic emissions analysis and action planning tools and resources. The five milestones are:
Milestone 1 - Conduct an Emissions Analysis
Milestone 2 - Set an Emissions Reduction Target
Milestone 3 - Develop a Local Climate Action Plan
Milestone 4 - Implement the Local Climate Action Plan
Milestone 5 - Monitor & Report on Results
The October training will familiarize participants with the Five Milestone process, as well as climate planning tools and implementation strategies, with a focus of solid waste management strategies. ICLEI will also provide an overview of the 2008 "Recycling and Solid Waste
Management Guide" which it developed for its member organizations. The Guide discusses successes and barriers to implementing a range of solid waste management programs, and evaluates the GHG reduction potential of some programs. The training will also cover landfill-side strategies, such as landfill gas to energy projects, as a way to achieve GHG reductions and generate energy.
We hope you consider joining us at this worthwhile training. The registration fee for the workshop will be $90 for members and $125 for non-members (which includes membership in the association for the remainder of 2009). The registration fee includes lunch, breaks and materials. The event will be held from 10am - 3pm at the Renaissance Center, 214 N. Ottawa Street in Joliet. Parking is free and the Metra station is located nearby.
